. BACKGROUND
In 2021 the United Nations Development Programme (UNDP) has started the implementation
of the EU & UNDP Mayors for Economic Growth (M4EG) Facility (2021-2024). The Mayors
Facility will focus on secondary cities in the Eastern Partnership countries. It intends to work
closely with local authorities in the region to explore and discover innovative ways to sustainable
development and expand the network.
Cities in the network will benefit from training and capability development as well as knowledge
exchange activities focused on the development of innovative growth strategies, that are highly
contextualized and build on local ecosystems. This will entail support in developing a new
generation of local economic development plans (LEDPs), strategic thinking, and building urban
resilience. Local authorities will benefit from new capabilities and access to funding addressing
issues related to green recovery after the pandemic crisis - by integrating urban planning, gender
responsiveness, and innovation at the local level.
To support the implementation of local economic plans, together with the EU, we will introduce
an approach that is currently piloted within UNDP itself on portfolio design and management.
This method builds on the assumption that the world is complex and operates through systems
(e.g. the market, climate change, inequalities, and so on). These systems that we operate within
consist of a myriad of agents with different ambitions, interests, and values, and hence we
cannot fully predict behaviours nor are there any ‘right’ solutions waiting to be discovered. With
this mindset, the proposed method will support municipalities in building programs that
incorporate a systems lens - addressing challenges from multiple angles, designing initiatives
that are coherent and connected, and practicing agile and adaptive management.
2. OBJECTIVES AND EXPECTED DELIVERABLES OF THE ASSIGNMENT:
The National Consultant is expected to provide support for the Mayors for Economic Growth
Facility to implement the 2024 Communication Plan and ensure the strict adherence to the
Facility Guidance Note that provides the overall frame. Additionally, the National Consultant
must engage with the project team at the UNDP Communications Analyst, UNDP RBEC Istanbul
Hub, and the EU Delegation to approve any communication and visibility products created
during the assignment.
Job Summary / Responsibilities:
− Provide support for the Mayors for Economic Growth Facility 2024 Communications Plan
development and implementation.
− Ensure compliance with all corporate rules and regulations of UNDP Guidance Note on
Communication and Visibility, the Donor organization and in the field of communication and
visibility promotion, reporting and the coordination of all media products with UNDP IH and
EUD.
− Provide communication support with respect to the visibility of the project’s activities at local
and national level (including via newsletters, press-tours, blog posts, success stories,
awareness raising campaigns, publications and other dedicated events);
− Development of audio-visual and printed materials, including for social media
− Prepare and submit the final activity report (including information on the stages passed,
obtained results, complete list of communication products and their outreach, conclusions
and recommendations).
− Elaborate and submit regular reports of the activity at agreed periodicity and reporting
format.
